Zencity Community Survey

The Elkhart Police Department (EPD) has partnered with Zencity to launch a community public safety survey, giving residents a new way to share their experiences and priorities.
In the coming weeks, you may see an invitation on your mobile device to participate in a short digital survey. Residents may see the digital ads on social media sites, news websites, and other applications. The survey asks community members about their perceptions of safety, fairness, respect, and trust, and provides space to share concerns about public safety in your neighborhood—such as speeding and traffic issues, drug activity, or other local challenges.
Survey responses are anonymous and will help EPD better understand community needs. The results will be used to guide resource allocation, develop initiatives to address emerging concerns, and improve communication between EPD and the community.
Why now — and why Zencity?
We want to better understand the issues and challenges our residents face so we can deliver solutions that are informed by the community. Zencity administers the Blockwise Representative Survey using targeted digital outreach to ensure a representative sample of residents—not just self-selected responses—while preventing duplicate or invalid submissions.
Zencity’s platform analyzes the data and provides insights into how different neighborhoods and populations perceive public safety, police interactions, and the issues they would most like addressed.
We would not be asking unless we wanted to hear from you. The Elkhart Police Department is excited to partner with Zencity-and most importantly our community-to gain more information on what we are doing right, what we could be doing better, and the public safety concerns of the people we serve. We are excited to use this modern, data-driven approach to strengthen community engagement, improve communication, and support more informed decision-making for Elkhart.

FAQ & Survey Methodology:
Zencity’s community surveys and Blockwise technology are used by over 400+ cities and government agencies. The survey methodology is designed to ensure representation from voices across the entire community. Zencity uses City-specific U.S. Census data to establish response targets that reflect its demographic composition. Survey responses are confidential and anonymous, unless respondents choose to provide an email address for follow-up purposes.
Zencity prioritizes the security and privacy of both its data and participants. The company does not collect names or other personally identifiable information. Responses are weighted to ensure proportional representation across key demographic groups, including age, gender, race, education level, and income, in alignment with the city’s population.
