Options to Pay

There are several convenient ways to pay your water/sewer bill:

1. In person during regular business hours at the Billing Office (1201 S Nappanee St, Elkhart, IN 46516) with cash, check, money order, credit card or debit cards.
2. The 24 hour payment drop for checks or money orders at the drive-up window on the north side of the Billing Office (1201 S Nappanee St, Elkhart, IN 46516). 
3. The auto debit by signing up with the Auto Debit Bill Payment Application (PDF). 
4. Online with a a credit card, debit card, or electronic check at the City of Elkhart's Utility Customer Service Portal (External URL).
5. On the phone with a credit card or debit card by calling 833-250-4483.

Payments made after 6 pm will be posted the next business day. Payments made before 7:00 am will be processed before disconnections for non-payment are made. 

If incorrect bank information is entered the utility will not receive your payment. This will result in a charge to your account and you may also incur late fees.

Signup for Service

Please use the forms below and email your applications to elkhartwaterbilling@coei.org along with a lease or settlement statement and your driver's license. After receiving the necessary documents, a representative will reach out to you to schedule an appointment to start water services.

Sewer and Water Rates and Charges

Please note that the rates and charges listed below are not the full list of rates and charge, but the list includes the most common charges for customers. Please call our office at 574-293-2572 with questions.

Sewer Rates and Charges

Monthly rates effective as of January 2026.

Residential sewer insurance premium: $2.25

Minimum charge for metered users: $46.02

Minimum charge for unmetered users: $78.60

Water Rates and Charges

Monthly rates effective as of May 2025.

There is a minimum charge based on the meter size. The minimum charge is the service charge plus a minimum water use.

There is also a public fire hydrant charge based on the meter size.
