City of Elkhart to Propose 2027 Balanced Budget


ELKHART, Ind. — The City of Elkhart will introduce its proposed 2027 budget on Monday, September 14, 2026. The budget reflects a growing city and supports equitable investment across Elkhart through the ASPIRE initiative, private development, and state and federal projects.


The proposed 2027 balanced budget includes approximately $127 million in projected revenue and expenses.


A year ago, the City anticipated significant revenue losses associated with Indiana Senate Enrolled Act 1 (SEA 1). The outlook for 2027 is stronger than initially expected, due in part to changes that reduced the law’s anticipated impact and strong local income growth.


Revenue growth also reflects a stronger local economy. Property-tax estimates are improving, and Local Income Tax revenue is increasing because more income is being earned throughout Elkhart County. Continued City investment helps support the development, business activity, and private investment occurring in Elkhart.


Residents are encouraged to learn more during the City’s budget hearings on Saturday, September 19, 2026, at the Lerner Theatre.


Please note that public comment will not be accepted during the September 19 budget hearings. residents will have an opportunity to provide public comment during the Common Council Meeting on October 5th at 6:00 p.m. in the Council Chambers (229 S. 2nd Street, Elkhart, IN 46516).
